Unable to access tor

The proxy server is refusing connections

Firefox is configured to use a proxy server that is refusing connections.

Check the proxy settings to make sure that they are correct.
Contact your network administrator to make sure the proxy server is working.

I got the above message when I tried to access a site with tor - I had noticed that that the onion symbol was missing from the taskbar. I then deleted the Tor folders and their contents (i understood that uninstallation was not necessary (or available). I then downloaded a new version of Tor from File Hippo and installed it. It seemed to be working fine, but when I closed Tor and reopened it, the same message appeared.
I have gone to Connection Settings and found that Manual Proxy Configuration is selected with the SOCKS Host 127.0.01 Port 9150 and SOCKS v5.
I's appreciate any explanation as to how this problem could have happened, and any suggestions for its solution. I have used Tor for a very long time and this is the first real problem I've had with it.
