Can't configure exit nodes

Hello.
I want to configure an exit node to concrete address. I use the Tor Browser. I open "Tor Browser\Data\Tor" folder and then open file, named 'torrc' (without extention). I add the following strings:

ExitNodes 96.61.82.76
StrictExitNodes 1


so, in result I have the following file (full file):

# This file was generated by Tor; if you edit it, comments will not be preserved
# The old torrc file was renamed to torrc.orig.1 or similar, and Tor will ignore it

DataDirectory C:\Users\Administrator\Desktop\Tor Browser\Data\Tor

I open a browser (via "Start Tor Browser"), look at my IP and see another. And each time a new. Why and how to configure correctly?

last year
removed current portable tor folder and downloaded new. Seems, right now config file is affected. But when I try to add lines like below:

ExitNodes uk
StrictExitNodes 1


tor can't be connected. Exclude string like below

ExcludeNodes ru, by


works, but include - not work. Why?
